This idea is based on implementing a unified emergency system using open source technologies and systems Telecom and mobile Apps for solving the problem of emergency response in my country Dominican Republic as thousands of daily emergencies and % and that effectiveness is very low, as we are also in the running back or typhoons hurracanes.
